TCS has been providing breakdown service for the federal government for years - but this was never advertised

The service of the Touring Club Switzerland has been used by the federal government for its car fleet since 2009. The contract was never publicly advertised.

For the federal government, many employees drive around in vehicles, from inspectors from the Federal Office for Agriculture to military instructors to the head of department's chauffeur. Whenever one of them breaks down, a telephone number is dialed: that of the TCS.

The service of the Touring Club Switzerland has been used by the federal government since 2009 for around 190,000 francs per year. That adds up to around 1.7 million francs. However, this contract was never advertised publicly, reports 20 Minuten. This means that competitors of the TCS never got the opportunity to apply.

The federal government explains this fact to “20 Minuten” by stating that the cost of breakdown assistance in 2009 and 2010 amounted to 60,000 francs. This amount is below the relevant threshold for a public tender. which is set at 150,000 francs. That is why it was awarded to the TCS by hand.

The TCS does not understand that this could be a market-distorting advantage. «The TCS made an offer and received the order due to the quality delivered. We cannot understand what is supposed to be distorting the market », says TCS spokesman Daniel Graf.

Although the federal government continues to emphasize that the award was legal, the contract for accident and breakdown assistance will be publicly tendered for the first time in 2019. The TCS will apply again, says a spokesman. Allianz Global Assistance is also pleased: “We see the federal government as a potentially exciting cooperation partner. We are therefore currently reviewing our participation in the tender, ”said spokesman Sandro Schwaerzler.
