If one asks about the socio-structural significance of the new social movements, the first impression that emerges is that these movements are only marginal. The new social movements evidently only mobilize minorities. They do little if you measure their success in the enforcement of political demands. The issues that they take up, as soon as they have proven to be effective, are taken up and marketed by official political culture. So there are good reasons for considering the new social movements to be only a marginal phenomenon in the process of social modernization. The new social movements also seem to be a transitory phenomenon. They seem to be nothing more than the expression of a transitional crisis than the side effects of a change in the social structure in the process of modernizing society. The loss of importance of the nation-state, the loss of importance of denomination and social origin and the associated loosening of the socio-structural ties of voters to parties, the expansion of education and the associated new social inequalities, all of this signals shifts in the social structure that initially lead to an institutionally independent political behavior. and action potential that was then called "unconventional" political behavior unleashed. But it should only be a matter of time before this unbound protest potential is reintegrated and the current problems of institutional disintegration are resolved through structural variations in the party landscape .... less
